401k Rollover Resources

I am looking for some Automotive Software that will help me increase my horsepower. I have a 1997 Mitsubishi Eclipse and have been in the processing of customizing it for about 8 months now. I have already added a cold air intake as well as made some body modifications. I have read that with proper automotive diagnostic software you can tune your car for more horsepower or better gas mileage, is this true?
